Measure I is a ballot measure that will appear on the November 5, 2024 Presidential Election ballot giving residents of Willows the opportunity to vote on a 1.5% transaction and use tax (“Sales Tax”) increasing the City’s sales tax from 7.25% to 8.75%.
The City of willows is currently facing a structural deficit of approximately $1 million in 2024 that will grow to nearly $1.5 million by 2026. If approved, Measure I is projected to generate up to an additional $2.3 million annually curing the ongoing deficit and increasing the City’s cashflow for emergencies and other city needs.
The additional revenue generated by Measure I would be used to fund law enforcement, fire protection, emergency medical services, public works, and library and recreation services, as well as closing the city’s structural deficit and rebuilding the city’s General Fund Reserve for city emergencies and other city needs.
The City will produce quarterly and annual reports identifying Measure I revenue and expenditures, which will be presented to the City Council at a public meeting, as well as posted on the City’s website. In addition, an annual town hall meeting will be held every spring before the final budget approval to report on Measure I revenues and expenditures, as well as receive community input on future expenditures.
